The Press Council of Kosovo (PCK) in its regular meeting reviewed a total of 27 complaints. The members of the PCK Assembly decided to approve 12 of them, partially approve five, reject five, declare four complaints inadmissible, while for one complaint it was found that it was resolved through mediation between the parties.
The complaints concerned allegations of violations of certain chapters of the Kosovo Press Code, namely Chapter II – Reporting the Truth, Chapter III – Incitement and Hate Speech, Chapter IV – Right to Reply and Chapter VII – Privacy and Protection of Sources.
The Press Council of Kosovo has approved the complaint of Blue Diamond Renta Car LLC., respectively E. D. and R. D. represented by lawyer Rinor P. Bajrami against Gazetaeksluzive.com for two videos published on the media’s Facebook profile, finding that chapters II and IV of the Kosovo Press Code, which deal with reporting the truth, respectively the right to reply, have been violated.
PCK has approved the complaint of the Office of the Speaker of the Assembly of Kosovo against Nacionale.com for the article entitled “The Assembly administration is also being captured, Haxhiu makes the acting Secretary General her friend”, finding that Chapters II and IV of the Kosovo Press Code, which deal with reporting the truth, namely the right to reply, have been violated.
PCK has approved the complaint of E. R. against Sinjali.com regarding an article in which a person’s name is published, finding that Chapter VII of the Kosovo Press Code, which deals with the protection of privacy, has been violated.
PCK has approved the complaint of H. P., represented by lawyer Visar Hoxha, against Sinjali.com for the articles with the titles “Exclusive | This is the injured person in the shooting in Prizren – He is in the Emergency Room”, “Exclusive: This is the main suspect for the injury of H. P. in Prizren” and “The Prosecutor’s Office confirms for Sinjali the detention of the suspect for the injury of H. P. in Prizren – he is being investigated for three criminal offenses”, finding that Chapter VII of the Kosovo Press Code, which deals with the protection of privacy, has been violated.
PCK has approved the complaint of A. B. against Sinjali.com for the article with the title “61-year-old woman found without signs of life in her home in Rahovec – body sent for autopsy”, finding that Chapter VII of the Kosovo Press Code, which deals with the protection of privacy, has been violated.
PCK has approved the complaint of S. B., represented by lawyer Amer Alija, against Kosova.info for the article titled “Sh. B., suspected of participating in the massacre of civilians in Krusha e Vogël, is arrested”, finding that chapters II and VII of the Kosovo Press Code, which deal with reporting the truth, respectively the protection of privacy, have been violated.
PCK has approved the complaint of S. B., represented by lawyer Amer Alija, against Indeksonline.net for the articles with the titles “A Turkish citizen suspected of participating in the Krusha Massacre is arrested”, “This is the Turkish suspect arrested for war crimes for the Krusha Massacre” and “Police deny arrest of Turkish citizen: He presented himself as a complainant, after interview he was released”, finding that chapters II, IV and VII of the Kosovo Press Code, which deal with reporting the truth, namely the right to reply, respectively the protection of privacy, have been violated.

B., represented by lawyer Amer Alija, against Gazetaeksluzive.com for the article titled “Sh. worked for the Serbian militia”, finding that chapters II and VII of the Kosovo Press Code, which deal with reporting the truth, respectively the protection of privacy, have been violated.

PCK has approved the complaint of F. M. against Voxkosova.com for the article entitled “‘Milosevic’s Wife – Sveçla mentions Vulin as Mira Markovic’s ‘number two’, forgets that F. M. of VV was part of her party”, finding that Chapter II of the Kosovo Press Code, which deals with reporting the truth, has been violated.
PCK has partially approved the complaint of F. S. against Insajderi.org for the article entitled “The Battle for a ‘per diems’: How did the Prosecutor Who Closed the Agim Ademi Scandal File End Up in the FFK?”, finding that Chapter IV of the Kosovo Press Code, which deals with the right to reply, has been violated, but not Chapters II and VII, which deal with reporting the truth, namely the protection of privacy, as the complaining party claims.
PCK has partially approved the complaint of Sh. E. against Sinjali.com for the articles with the titles “Exclusive | Competition Authority inspector suspended for 6 months without pay, Disciplinary Commission finds serious violations” and “Competition Authority Inspector does not respect suspension, continues to show up for work”, finding that Chapter IV of the Kosovo Press Code, which deals with the right to reply, has been violated. Meanwhile, for the article titled “AKRK official Sh. E. is suspended from work,” the PCK could not make a decision, since the procedural deadline for initiating the complaint has passed.
PCK has partially approved the complaint of the Cabinet of the Acting President of the Republic of Kosovo against Voxkosova.com for the article titled “The man of power: The new Chief State Prosecutor sits cross-legged in the lap of Vetëvendosje”, finding that Chapter IV of the Kosovo Press Code, which deals with the right to reply, has been violated, but not Chapter II, which deals with reporting the truth, as the complaining party claims.
PCK has partially approved the complaint of S. B., represented by lawyer Amer Alija, against Klankosova.tv for the articles with the titles “The Turk suspected of war crimes in Krusha was publicly denounced by Esat Shala in Klan Kosova”, “The police declares itself for reporting on the arrest of a Turkish citizen suspected of war crimes”, “This is the person suspected of being arrested for war crimes for the Krusha Massacre” and “A Turkish citizen is arrested, suspected of participating in the Krusha Massacre”, finding that Chapters II, IV and VII of the Kosovo Press Code, which deal with reporting the truth, respectively the right to reply, respectively the protection of privacy, have been violated, but not Chapter III, which deals with incitement to hate speech, as the complaining party claims.
PCK has partially approved the complaint of Z. G. against Frontonline.net for the article entitled “Pharmacies without pharmacists and illegal drugs in some pharmacies in Klina”, finding that Chapter IV of the Kosovo Press Code, which deals with the right to reply, was violated, but not Chapter II, which deals with reporting the truth, as the complainant claims.
PCK has rejected the complaint of I. A., represented by lawyer Ekrem Agushi, against Jepize.com for an article published on the media profile on Facebook, finding that Chapter II of the Kosovo Press Code, which deals with reporting the truth, was not violated, as claimed by the complaining party.
PCK has rejected the complaint of L. S., represented by lawyer Gëzim Hoti, against Insajderi.org for the article titled “Funny | The President of the Court in Peja meets his employee, issues a statement”, finding that Chapter II of the Kosovo Press Code, which deals with reporting the truth, was not violated, as claimed by the complaining party.
PCK has rejected the complaint of F. R., represented by lawyer Valdrin Islami, against Veriu.info for the article titled “File – 66 properties in Mitrovica suspected of being forged – The Prosecution has been holding the police report (names) without an epilogue for 3 years”, finding that Chapter II of the Kosovo Press Code, which deals with reporting the truth, was not violated, as the complainant claims.
PCK has rejected the complaint of the Cabinet of the Acting President of the Republic of Kosovo against Voxkosova.com for the article titled “Palace of Expenses, Over 200 Thousand Euros Spent by the Office of the President in Six Months”, finding that Chapters II and IV of the Kosovo Press Code, which deal with reporting the truth, respectively the right to reply, were not violated, as claimed by the complainant.
PCK has rejected the complaint of “Inna Dental Clinic” against Veriu.info for the article titled “10 thousand euro fine for scandalous findings at ‘Inna Dental Clinic’, inspectors requested police assistance after threats from Dr. F. Xh.”, finding that Chapter II of the Kosovo Press Code, which deals with reporting the truth, was not violated, as claimed by the complainant.
PCK has declared inadmissible the complaint of A. H. against Lajm nga Drenasi (Facebook page), as it does not have the competence to handle the content produced by the pages or profiles on social networks.
PCK has declared inadmissible the complaint of the Chamber of Nurses, Midwives and Other Health Professionals of Kosovo (OIK) against Gazeta për Infermier (Facebook page), as it does not have the competence to handle the content produced by the pages or profiles on social networks.
PCK has declared inadmissible the complaint of L. R. against TV Klan Kosova, as it does not have the competence to handle the content broadcast on television. The complaining party may address the Independent Media Commission (IMC).
PCK has declared inadmissible the complaint of A. Th. against an individual, for a video published on his profile on the social network Instagram, since it does not have the competence to handle complaints against individuals.
PCK has found that the complaint of V. F. against Shqip.com was resolved through mediation between the parties, according to the PCK’s instructions.
