Press Council Rules on 7 Appeals

The Press Council of Kosovo (PCK), in its regular meeting, reviewed a total of seven appeals.

 

The Assembly decided to fully uphold one of them, to partially uphold two, to reject two, while one appeal was declared inadmissible and another was dismissed as time-barred.

 

The complaints concerned alleged violations of specific chapters of the Kosovo Press Code, including Chapter II on reporting the truth, Chapter III on incitement and hate speech, Chapter IV on the right of reply, and Chapter VII on privacy and protection of sources.

 

The Press Council of Kosovo (PCK) has approved the complaint of Arsim Halili against Kallxo.com over an article titled “Reaction to the defamation campaign about the 2017 contract between BIRN and RTK.” The Council found that Chapters II and IV of the Kosovo Press Code, which deal with reporting the truth and the right of reply, had been violated.

 

The PCK partially approved the complaint of Albinot Bimbashi against Kosovalive.net regarding an article titled “Scandalous: Members of the Kosovo diaspora living in Austria face many problems.” It concluded that Chapters II and IV of the Press Code, related to reporting the truth and the right of reply, had been violated. However, it did not find a violation of Chapter III, which concerns incitement and hate speech, as the complainant had alleged.

 

PCK partially approved the Telekom Kosovo A.D. complain against Shenjester.net concerning article titled ” Telekom confirms Shenjestra’s reporting on Kurti’s ‘tagji’ (food for cattle) for the media, while attempting to deny it ” and a video comment on the official Facebook page titled “Kurti’s ‘tagji’ for the media.” , stating that Chapter II of the Ethics Code that  deals with reporting the truth, had been partially violated.

 

Meanwhile, the PCK rejected the appeal of Rilind Gërvalla against Nacionale.com over an article titled “RTK removed editor Visar Krasniqi from the main news only because he quoted Thaçi’s interview on Klan Kosova.” The Council ruled that Chapter II of the Press Code, relating to reporting the truth, had not been violated, contrary to the complainant’s claims.

 

Meanwhile, the PCK rejected the appeal of Rilind Gërvalla against Nacionale.com over an article titled ”RTK has removed editor Visar Krasniqi from mainstream news, only because he quoted Thaci’s interview on Klan Kosova”. The Council ruled that Chapter II of the Press Code of Kosovo, which deals with reporting the truth, had not been violated, contrary to the complainant’s claim.

 

The PCK  rejected Vlora Bajrami’s appeal against Kallxo.com regarding the image in an article titled “The Lawyer Did Not Have the Case Documents – Court Session Against the Accused Rinor Grajqevci Postponed”, stating that Chapter VII of the Kosovo Code of Print Media, which deals with the protection of privacy, was not violated, contrary to the claims of the complaining party.

 

The KMShK declared the complaint of Zize Pajaziti, represented by lawyer Shkelzen Behrami, inadmissible against Klan Kosova television, noting that it does not have the competence to handle this case. KMShK instructed the party to address the Independent Media Commission (KPM), the institution responsible for media content that is not published in print or online media.

 

The PCK also declared the complaint of Zize Pajaziti, represented by lawyer Shkelzen Behrami, unfounded against Gazetaexpress.com regarding the article titled “Scandal Deepens: Other Showbiz Girls ‘Special’ Meetings in Reç Prison with the Bajri Group”, which the complainant considers to be in violation of Chapters II and IV of the Kosovo Code of Print Media.

 

Additionally, KMShK suspended the membership of several media outlets (Fakteplus.net, Kosovalive.org, New-perspektiva.org, Sporti1.com, Tribunashqiptare.info) due to the ceasing of their work, as well as New-perspektiva.org , because it now operates from another country.
